Senate Presidency: I’m committed to consensus candidacy – Oshiomhole
Former National Chairman of the ruling All Progressives Congress, APC, Comrade Adams Oshiomhole, said he is working and looking towards consensus arrangement that would produce the next Senate President.

Oshiomhole who is a Senator-elect representing Etsako Central Senatorial District, in an interview with journalists after a meeting with some Senators-elect in Abuja, added his voice to the party’s choice of Godswill Akpabio.

He insisted on allowing the next administration to start on a good note, stressing that he “is fully on board the Godswill Akpabio’s project for the Senate President of the 10th National Assembly.”

The former Governor of Edo State admonished the incoming Senators to avoid a tussle between the executive and the legislature, which he maintained wouldn’t be in the interest of the nation.

To create a conducive environment for the smooth takeoff of the incoming administration, Oshiomhole assured that efforts would be made to bring all the interests for the 10th Senate President together to be in line with what the President-elect desired.

He said: “My concern is to see that the next administration starts on a good note and as an ex-governor, I will not encourage any tussle between the executive and the legislature.

“Asiwaju Ahmed Tinubu the President-elect is my man. I’m for Asiwaju. I eat and dine with Asiwaju. I can knock on Asiwaju bedroom anytime. Since this is the best for Asiwaju, that is the best for me, for Nigeria and for my people.

“As a former National Chairman of the APC, I’m ready to put all issues behind and work for the actualization of the Akpabio project,” he said.

Ganduje leaves N241.3bn liability, N75.6bn debt profile
The outgoing Governor of Kano State, Dr Umar Abdullahi Ganduje has left a mounting debt profile of N75.6 billion and N241.3 billion liabilities for the incoming Government of Abba Kabir Yusuf.

Speaking while handing over mantle of power to Yusuf, the outgoing Secretary to the State Government, Alhaji Usman Alhaji said the Ganduje administration had done its best in managing the affairs of the State.

Alhaji noted that out of the N75.6 billion, N9.2 billion was for the State, while the 44 Local Government Areas have N66.3 billion liabilities.

Responding, the incoming Governor, Abba Kabir Yusuf, expressed surprised over the departure from the traditional means of handing over power in the State, from 1999 to 2015 when Kwankwaso handed over to Abdullahi Ganduje.

“In fact that time, Kwankwaso wanted to stay behind for the swearing-in of Ganduje, so I see no reason whatsoever that he Ganduje could not stay to hand over, but sent a letter that he wanted to hand over by 9pm which we rejected, as it is against the constitutional provisions.

“But we insisted that it has to be today but by 9am, and surprisingly we received very scanty handing over; even the transition committee handing over was also very scanty after we had suffered, including going to the press; however, we are collecting what is being submitted to us.

“It is so disheartening that the Government left debt profile of over N241 billion; where are we going to source the money? And the internally revenue they are talking about is nothing to write home about.

“I ask Allah to reward Ganduje according what he did”.

Yusuf, however exonerated the SSG for doing his best, including providing possible and good advice which were rejected.

TCCF, RAWDP Partnership: 25 Communities Benefit From Water Security Initiative In Imo
25 communities in Imo State will benefit from a new partnership between The Coca-Cola Foundation (TCCF), the Rural Africa Water Development Project (RAWDP) and the Initiative for Disaster Risk Reduction and Urban Resilience (IDRRUR), to increase water security in the state.

The ‘Resilient Watershed for All’ initiative will support the State’s Water Corporation Board and the social and economic development of 25 communities within the state, all of which depend on the Otamiri River as a critical water source.

The community-based interventions focus on watershed governance, sanitising and protecting watershed sources through the conservation of forest and woodland ecosystems. It attempts to provide long-term access to clean water and lower the prevalence of water-borne illnesses.

Similarly, the project addresses several important challenges faced by these communities such as inadequate access to clean drinking water caused by the degradation of the significant Otamiri watershed; low awareness levels of the importance of, and capacity for, watershed management; insufficient capacity of the communities to sustainably manage the watershed; and loss of biodiversity and forest cover caused by high levels of deforestation.

Speaking to the project’s significance, the President of The Coca-Cola Foundation, Saadia Madsbjerg, remarked saying, We are dedicated to enhancing the resilience of vulnerable communities by promoting sustainable access to safe water. We take pride in collaborating with strategic partners and stakeholders to amplify our impact and efficacy.

Over a 24-month period, this project is set to reach a total of 2.5 million people across the three urban local government areas of Owerri North, Owerri West and Owerri Municipal LGAs of Imo State. This intervention will restore and replenish over 15,000m3 of riparian landscape using nature-based solutions especially riparian buffers on the riverbank.

To sustain this, the initiative will mainstream asset management into the management of these water facilities to guarantee longevity and sustainability of this impact investment. The project will also accelerate community impact by prioritising sustainability and ensuring that key inputs to unlock sustainability gains are optimised.

On the project aspirations, Ogechi Enekwa, Executive Director, Rural Africa Water Development Initiative noted that, “The Resilient Watershed for all project holds great promise, not only for the watersheds but also for the countless communities and individuals who depend on them. Through innovative strategies and collaborative efforts, we aim to enhance the resilience of our watersheds, ensuring a sustainable future for generations to come”.

“By adopting nature-based solutions, implementing robust water management practices, and fostering community engagement, we can safeguard our precious water resources in the target communities”, she added.

The Coca-Cola Foundation continues to improve access to safe water, facilitating sanitation and reliable protection of natural water resources in Nigeria through meaningful partnerships with the government, the private sector, non-governmental organisations and local communities.

Zimbabwe accused of freeing 'dangerous rapists' in amnesty
Zimbabwe's main opposition coalition, the Citizens Coalition for Change (CCC), has claimed that some of the more than 4,000 prisoners released on presidential amnesty last week include child rapists.

President Emmerson Mnangagwa pardoned the prisoners drawn from the country’s 47 prisons in an attempt to decongest the overcrowded jails.

Prison authorities had, however, said rape was among offences excluded from the amnesty.

However, viral videos showed what local media said were rapists celebrating their freedom with some who are said to have served less than a year of their term.

The CCC in a statement on Wednesday said it was "grossly irrational to release dangerous, unrehabilitated offenders back into society" before informing or preparing rape victims.

“Unleashing an unrehabilitated rapist who has not served his sentence back into his community unchecked and with no safeguards to protect victims endangers women and girls and can never be reasonably justifiable in a democratic society,” CCC spokesperson Fadzayi Mahere said.

Some Zimbabweans on social media have also demanded that the decision be reversed as it puts women in danger.

Prominent investigative journalist Hopewell Chin’ono said amnesty "is never granted to rapists or people who have committed violent crimes".

Mr Chin’ono, a government critic, said Zimbabwean women were not safe following the pardon.

Zimbabwean authorities are yet to comment on the claims.

Death of SS3 student in Akwa Ibom school sparks controversy
The mysterious death of a Senior Secondary School 3 student in Akwa Ibom State has become an object of controversy.

The deceased, Edima Ini Umoh, DAILY POST reports, was until her death a student of Full Life Academy, Uyo, Akwa Ibom.

It began as a minor complaint for headache but within the next few hours, Edima was no more.

Her death has now sparked allegations against the school authority.

But the school management on its part believes the mother of the deceased has a lot of questions to answer.

According to the Principal, Full Life Academy, Pastor Aniefonteabasi Victor- Williams, everything happened in a flash as no one had the premonition of her death.

She said the deceased student complained of having a headache in the morning of that fateful day and the nurse gave her paracetamol, adding that she felt better and joined her mates for lunch at about 2:30 pm, during which she even demanded for extra food.

The Principal told DAILY POST that, “at about 4:00 pm of same day,, Edima complained of headache again, at that point the school nurse wanted to commence a malaria treatment so that the headache would not result to full blown fever; she brought out a Coartem- an antimalarial drug to administer to her but the deceased refused to take it and said instead they should inform her mother to get Amathem for her.”

She explained that at that point, the school matron called Edima’s mother and handed the phone over to the deceased to speak with her mother.

She further explained that “Edima was telling the mother to pray for her about three times and asked her to come to the school immediately with Amathem and pepper soup; the mother felt that she was over-panicking and asked her to calm down.”

The Principal continued, “The matron told us that shortly after Edima spoke with her mother, she became calm, and asked the hostel parent and hostel prefect who were on ground to allow her to rest and because of the headache, they felt it was proper to let her rest, the hostel parent assigned the school senior prefect who is her classmate to stay with her.

“When we asked the head girl about what happened, she said that Edima was calm and later slept off, so she left her room to also sleep upstairs, not long after she (Edima) started snoring, being that they know her to snore while sleeping, they felt that it was normal.

“After a while, the hostel parent said she returned to check those on Prep, if they were reading and to check on Edima who complained of headache.

“That was when she saw white substance mixed with blood coming out of Edima’s nose, at that point, she said she raised an alarm and there was panic everywhere, by the time they carried her out of the bed, she had already messed herself up.

“She said they cleaned her up and the nurse tried resuscitating her while waiting for the doctor’s arrival. We are affiliated to Premier Clinic. Our Executive Director was called and every other school leader was called and they all ran down to the school immediately, even the owner of Premiere clinic, our ED called him and he came immediately and tried his best.

“I was told that when it was as if nothing was happening, they took the girl to the Premiere clinic where she was placed on oxygen. We prayed, hoping she would respond and come back to life.

“When nothing happened, we reached out to Jeconiah Specialist Hospital; the consultant said we should bring her, it was when we got there that she was confirmed dead by the doctor.

“At that point, we could not do anything else. We and the family were hoping that she would wake up before morning because her body was warm. I was even squeezing her fingers, praying that she would come back to life.

“She was taken home that night, we followed the uncle to the house and we got to our homes at midnight.

“In the morning, I went back to see if she had woken up, and the uncle told me they had taken her to the morgue.

“So after the school session that Friday, I and my team went back for a condolence visit to the mother’s residence, that was when the family informed us that they wanted to carry out an autopsy and that they will carry us along, we accepted.”

Asked if the deceased had an underlying sickness or any known medical condition, the principal said there was nothing of that nature to the best of her knowledge.

“Everything was confusing considering the speed with which the whole thing happened, because we have had cases where parents came to carry their wards at 10pm to hospital and they survived.

“We also have children with serious asthmatic attacks, but they survive.

“We have Nebulizing machines here, we nebulize them before taking them to hospital. This girl was one of our best and we were even preparing her to be our Valedictorian this year until this incident,” she lamented.

However, the family appears not ready to buy into the narrative by the school management.

In a letter through their lawyer, Edikan Lawrence, Esq. obtained by DAILY POST, tagged, “Demand for full Disclosure of Events Leading to the Unnecessary and Unfortunate Death of Miss Edima Ini Umoh”, the family insisted that the school authority should furnish them with a detailed account of what led to their daughter’s death.

The letter, which was copied to the commissioner for education in the state and the commissioner of police, regretted that four days after the incident the school authority had failed to give a full and detailed account of what transpired within the school that culminated into the “untimely, painful and unfortunate loss.”

The letter said, “Predicted on the foregoing, we have our client’s instruction (and indeed that of the entire Richard Essien Umoh family) to demand a full disclosure and formal statement of all events, including the minutest details, leading to the death of Miss Edima Ini Umoh, addressed to the family through our office within 48 hours of the service of this letter.

“Take note that where you fail or refuse to act in terms of this demand within the time stated above, we have our client’s instruction to resort to other legal measures to ensure that justice is not only done but seen to be done in this case and this will be without further recourse to you.”

But the school lawyer, Barr Iniobong Udoh, in an interview, said the school was not perturbed.

Udoh said the whole event was out of negligence on the mother’s side, wondering how a mother would waste over three hours to visit her daughter who was sounding desperate on the phone that she had a headache.

According to her, “What I noticed from the whole story was that the mother was negligent. She delayed taking the drugs to the daughter for over 3 hours after she was informed.

“Everyone knows the history of their children, she was supposed to rush down to give her the drug or if need be, take her to her personal doctor and later go for the pepper soup.

“From the lawyer’s letter, she sent someone to go to market to buy chicken to prepare pepper soup and that was what delayed her.

“That is why there is provision for students to call their parents in case of sickness. Also in the child right law of Akwa Ibom state, you can’t force anything on a child, as soon as the child said she doesn’t want this particular drug, we don’t have the right to force her to take it.

“The mother was supposed to rush down to see what was happening first before going for a pepper soup which can even be bought in a restaurant.

“She never gave the school any instruction, that since she was delaying they should do something to the child as others do, the school hoped on the mother to rush down.

“We are meeting with the lawyer as a team this evening before we write officially and copy all the places the letter was sent to.

“Since the letter was asking us to disclose the cause of the death, as we don’t know, we are expecting the mother to tell us the cause, except the mother agrees to tell us if there is any family history concerning the child’s health, we will not know.

“During admission, there was a space to write about any underlying medical condition, the mother wrote none, and the medical report of the child she gave us proved that she was a healthy child.”

Imo lawmaker Alagbaoso defects from PDP to APC
The Chairman of the House of Representatives Committee on Public Petition, Jerry Alagbaoso, on Tuesday, tendered his resigned from the Peoples Democratic Party.

Alagbaoso, who tendered his resignation letter on the floor of the House, also announced he has made the decision to join the ruling All Progressives Congress.

Alagbaoso’s defection comes less than one month before the end of the expiration of the tenure of the current National Assembly.

In a letter read on the floor of the House on Tuesday, Alagbaoso said all was not well with the PDP in Imo State.

He said, “All is not well in Imo State, PDP. This explains why three of our colleagues from Imo State and PDP extraction in the House of Representatives defected to the APC a few weeks ago.

“I will not be an exception considering the man-made confusion and headaches of PDP in Imo.

“What is happening in Imo PDP is not satisfactory to those people (members) and my colleagues who crossed over, and it is also not satisfactory to me.

“The time for me to leave PDP and join my colleague and join my brothers in APC is now,” he said.

Alagbaoso also noted that he is joining the ruling party to work with Governor Hope Uzodinma of Imo State.

“I am leaving PDP because of the positive achievements of the performing governor of Imo, who is of APC extraction. His achievements so far are worthy of commendation.

“I, therefore, wish to join him (Uzodimma) to move Imo state further to the centre, just as Imo state elders have advised all politicians in Imo state origin to allow the governor to complete his second term because of his great achievement in Imo.”

The minority leader, Ndudi Elumelu (PDP, Delta) attempted to challenge Mr Alagbaoso’s defection, but he was not recognised by Mr Gbajabiamila, who later described the defection as “an earthquake moment”.

“It is indeed an earthquake moment. That is why I allowed him to read the letter so that you can hear from the horse’s mouth,” Gbajabiamila said.

Alagbaoso represents Orlu/Orlu/ Oru East Federal Constituency in Imo State. He emerged third in the PDP primary won by Jones Onyerere back in 2012. The primary was, however, nullified by the Supreme Court.

Tinubu`s inauguration won’t affect tribunal judgement – Atiku’s lawyer, Uche
Chris Uche, a lawyer to Atiku Abubakar, the presidential candidate of the Peoples Democratic Party, PDP, in the 2023 general election, has said the inauguration of President-elect Bola Tinubu will not affect the petitions at the election tribunal.

Tinubu was declared the winner on March 1 by the Independent National Electoral Commission, INEC, and is expected to be sworn in on May 29.

However, his victory is being challenged in court by Atiku and Peter Obi of the Labour Party (LP).

Some Nigerians, including the former Catholic Archbishop of Abuja, John Onaiyekan, have demanded that Tinubu should not be sworn in before the conclusion of the election tribunal.

But speaking with journalists in Abuja on Tuesday, Uche, who is Atiku’s lead counsel, said: “I have been asked about May 29. I want to assure people that swearing in is only a ceremony that does not in any way tie the hands of the court.

“The taking of oath binds the person who takes the oath and not the court.

“The court has given you its timelines for parties to present their case. We are happy that with the development, the petitions will be expeditiously determined.”

The electoral act stipulates the tribunal has 180 days to determine the petitions.

This means the court should have rounded up its activities on or before September 16, 2023.

Imo killings: Group calls for international criminal probe
The International Society for Civil Liberties and Rule of Law, Intersociety, a human rights group, has expressed concern over the killings in Imo State in the last year. The group has come out to condemn this act and has called for international criminal inquiries to assist in unraveling what’s happening in the state.

According to Intersociety, there is no need “to inquire into the gruesome killings of unarmed civilians and the burning down of peoples’ houses in the guise of fighting criminal elements” in the Imo state.

They noted that the criminal inquiries will aid in unmasking the real identities of those behind the atrocities.

The group lamented the frequency at which people were being “killed, abducted, disappeared, arbitrarily arrested/detained and tortured” in Imo State and by extension the South East region.

Releasing a report of its investigation on the killing in Imo State, Comrade Emeka Umeagbalasi, the Chairman of Intersociety, claimed that “no fewer than 1600 unarmed citizens of Imo State have been killed while 300 others disappeared without trace between January 2021 and May 2023, a period of 29 months”.

According to Umeagbalasi, the investigation showed that “over 700 persons also sustained life-threatening injuries with over 900 others abducted within the same period under review”.

Quoting from the 33-page document entitled “Special Research and Investigative Report”, which he presented to journalists in Enugu;

Umeagbalasi explained that “state and non-state actors were responsible for the Imo killings” and stressed the need to fish them out.

He continued saying “state actors accounted for the death of 900 out of the 1600 unarmed persons killed in the state while the other 700 were killed by armed non-state actors within the period under review”.

“600 out of the 900 were secretly killed by state actors while 300 died in open shootings”.

He also revealed that the group’s investigation further revealed that “400 out of the 700 killed by armed non-state actors died in captivity while 300 others were killed in open shootings”.

“3500 young people were arrested by state actors with about 1400 of them paying through their noses to secure their freedom while over 1500 of them are still being detained in various detention facilities within and outside the state”.

”About 1,200 houses were burnt with their 30, 000 dwellers displaced while 500,000 citizens of the state in active age brackets were forced to flee to escape being shot and killed or abducted”.

According to Umeagbalasi, the affected local government areas include; Orsu, Orlu, Oru East, Oru West, Mbaitoli, Ngor Okpala, Oguta, Ohaji/Egbema, Okigwe, Ideato North, Ideato South, Njaba, Isu, Nwangele, Nkwerre, Owerri Municipal, Owerri North, Owerri West, Ahiazu Mbaise, Ezinihitte Mbaise, and Onuimo.

He said due to the feeling of insecurity created by the killings in the state, families prefer holding funeral ceremonies outside the state for fear of the attacks and killings.

To curb the insecurity crisis in Imo, Intersociety urged the Chief Prosecutor of the International Criminal Court to begin international criminal inquiries into the killings in the state and unmask the identities of the perpetrators of these evil acts.

“Apart from criminal inquiries, indictments and prosecutions being demanded, the leading perpetrators shall be placed on visa bans and barred from all forms of international career, professional and private engagements especially in USA, Canada, Australia, UK, EU, France, Germany, and South-East Asia and so on; for their involvement in grisly and egregious rights abuses and violations in Imo State in particular and the Southeast in general”, the group suggested.

President of the Nigeria Labour Congress, Joe Ajaero, has said since he assumed office, he has stepped on toes all in a bid to fight the battles of Nigerian workers.

According to Ajaero, he is never ashamed because it’s a way of gauging his effectiveness as President of the labour union.

He made the statement when he paid a familiarization visit to the corporate headquarters of the Senior Staff Union in Colleges of Education, Nigeria, (SSUCOEN) in Abuja.

Recall that since Ajaero emerged as President of NLC in a consensus arrangement, he has fallen out with governors from the East, especially the Imo State governor, Hope Uzodinma.

He had alleged that Uzodinma attempted to clone the state executive of the NLC all in a bid to boost his political profile.

Ajaero had, in the course of the misunderstanding, ordered the halting of flights from Lagos to Owerri recently.

In the course of engaging with SUCCOEN officials, he criticized members of the National Assembly, including officials of the National Salaries, Income and Wages Commission, alleging that they pay themselves bogus salaries and gratuities without having the requisite qualifications.

Ajaero said: “ I am with you on this. I will not be here and lamenting. We are not ashamed of fighting the battles of our members. Since we came on board, we have stepped on toes, and they are also fighting back. That is how we measure that we are doing well.

“Look at the budget, now that they are leaving office, how much they are paying themselves as gratuity, you will cry. Find out from people in the parliament, some of them don’t have NCE to earn the salary of NCE holders. And the salaries and wages commission, I don’t know how they are operating.

“That’s the most discriminatory organisation. If you check now, some of them are in court because they don’t have either NYSC discharge certificate, or school certificate, and then they are earning millions and billions. So, you now have two policies for the same people, in the same country. It is scandalous. I also think all of us need to show some interest in politics.”

Meanwhile, SSUCOEN President, Danladi Msheliza has tasked President Muhammadu Buhari, on the need to quickly assent to the bill seeking Amendment of the Act establishing colleges of education in the nation before vacating office.

According to the SSUCOEN President, the new Act, if approved, would change the face of colleges of education in the country, “The Act we are using currently is not only archaic but was promulgated by a decree of 1986 and therefore, it cannot be an act that should be operational in colleges of education in this country. Polytechnics and Universities’ Act have been amended.”

He said the union took it upon itself, and sponsored a bill in 2018, but before the lifespan of the eighth Assembly expired, Mr President couldn’t give assent to the bill hence they took up the sponsorship of that bill again.

Akwa Ibom: FG begins distribution of relief materials to flood victims
The Federal Government, through the Ministry of Niger Delta Affairs, has flagged off the distribution of presidential palliatives to victims of the 2022 flood in Akwa Ibom State.

The Minister of Niger Delta Affairs, Umana Umana, while handing over relief materials to the National Emergency Management Agency for onward distribution to the victims on Monday, in Uyo, the state capital, expressed concern that the Niger Delta region was worse hit by the flood because of its topography and location.

Umana, who was represented by a member of the Governing Board of the Niger Delta Development Commission for Akwa Ibom State, Dr Emem Wills, said the relief materials cannot replace the losses associated with the flood, but they would help to alleviate the burden faced by the people.

He said that the gesture was not just a physical distribution of the materials but also the compassion and empathy of the government towards the affected people.

“We are aware that no amount of relief provided by the government can replace the losses as a result of the flood. However, it is our candid belief that the relief items will help alleviate the burden currently faced by our people. This gesture is not just a physical distribution of materials, rather it represents the compassion and empathy of the government towards its people,” the minister said.

He disclosed that the communities highly affected by the flood have already been identified by the National Emergency Management Agency through the Needs Assessment conducted after the flood, adding that the identified communities have been listed to benefit from the relief materials.

Speaking after the handover ceremony, the Director-General of NEMA, Alh. Ahmed Habib, while appreciating the federal government for the gesture, assured that the items would be distributed only to those who were truly affected by the 2022 flood.

The DG, who was represented by Demien Egwu, lamented that the Niger Delta has been a collection centre of water-related activities from the North down to the South.

“The Niger Delta is always exposed to flooding and other attendant effects of flooding because it is the collection centre of all water-related activities from the North down to the South and anytime this happens, there is a need for a recovery process.

He thanked the President, Major General Muhammadu Buhari (retd.), for his magnanimity and support of the people of the Niger Delta.

“I want to assure the minister that these items will be distributed to those who were truly affected by the 2022 flood. We will do this in conjunction with the Akwa Ibom State Management Agency and other relevant stakeholders,” the DG said.

The materials approved for distribution include mattresses, pillows, blankets, cartons of noodles, bags of rice and beans, grinding machines, cement, roofing sheets, ceiling boards, and others.

Don’t undermine other arms of govt – Group to Gov Adeleke
A group, The Osun Masterminds, TOM, has advised the Osun State Government to avoid acting in ways that can undermine the integrity of any other arm of government.

The group also revealed that there were reports of Governor Ademola Adeleke’s insistence on installing a certain person as Speaker of the Osun State House of Assembly.

Condemning the alleged planned move against the established rules of the House, the group advised that any interference that undermines the integrity and independence of the House would set a bad precedent for governance.

“The media space is awash with reports of the Governor’s insistence on installing a certain person as Speaker of the Osun State House of Assembly, against the established rules of the House.

“While he wields political influence over members-elect, he must know that the House they are elected to serve in, is an independent arm of government with its own standing rules that must be obeyed.

“Any interference that undermines the integrity and independence of the House sets a bad precedent for our governance and we condemn in its entirety,” the group said during a press conference.

Addressing journalists on Monday in Osogbo, the group’s Executive Director, Prof. Wasiu Oyedokun-Alli revealed that the group had outlined a number of issues that the Ademola Adeleke administration must pay attention to.

These issues included the functionality of boreholes, where it observed that majority of the boreholes were still not functioning and government procurement, where it revealed that unconfirmed reports showed that government procurement activities have not been straightforward since the Adeleke government came on board.

Advising the government to avoid the allure of white elephant projects, they suggested that the state government should execute more robust engagements before taking actions going forward.

In a swift reaction, the state government revealed that its procurements complied with due process and the borehole projects were yet to be commissioned.

This was contained in a statement issued on Monday and signed by the Spokesperson to Governor Ademola Adeleke, Olawale Rasheed.

“Osun State Government has assured the public that its projects design and procurement activities comply with best practices, due process and project management norms; the statewide borehole projects are soon to be equipped with generating sets before commissioning for public use.

“Project choice across the sectors follows its avowed principles of grassroots development, local infrastructure agenda, peoples’ first philosophy and urgency of local -state connectivity; those principles are put into practice by a team of competent professionals who are delivering on roads, bridges, boreholes, channelisation, water provisions, health care, among others.

“We affirm that current projects are being professionally executed and delivered as can be attested to by the Ikirun-Osogbo road, several local roads, culverts, bridges, boreholes among others.

“The ongoing massive delivery of projects are products of due diligence and need analysis based on the five point agenda and reports of the Adeleke Transition Committee,” he said.

SA could become a failed state – ANC top official
The secretary general of South Africa’s ruling African National Congress Party (ANC) has said the country could become a failed state as incessant power cuts threaten to cripple the economy.

Fikile Mbalula told the BBC that “if certain things are not resolved, we will become a failed state, but we are not journeying towards that direction”.

In an exclusive interview with Stephen Sackur for the BBC’s Hardtalk programme, Mr Mbalula said that South Africa’s economy “has been battered”.

He said while external forces such as the global economy, impact of Covid, and war in Ukraine all played a role, the blame also lay partly with “some of our own weaknesses in terms of managing the economy well”.

One in two young South Africans are unemployed and 60% of South Africans are living under the poverty line. But the country “is recovering well”, Mr Mbalula said.

Defending the ANC’s economic record after almost three decades in power, Mr Mbulala said the government had cushioned "our people from the worst, after a legacy of 300 years of deprivation and a mismanaged country and economy".

He acknowledged that regular "load shedding", an ongoing period of widespread power cuts, was at the heart of the country's woes - and with dire consequences.

He said this could affect the political fortunes of the ANC in next year's elections.

“It will effect the fortunes of the ANC to receive just an outright majority…if it is not dealt with decisively”, he said.

The full interview will be available to watch on Tuesday on BBC News and on BBC IPlayer. It will also be available to listen to on World Service Radio on Wednesday.

Comment on Seun Kuti: Kogi Police says CP’s Facebook account hacked
The Kogi State Police Command has said the Facebook account of the State Commissioner of Police where a statement insinuating that the body of Grammy-nominated afrobeat singer, Seun Kuti, could have been dumped in the lagoon for assaulting a police officer in Lagos State, was hacked.

DAILY POST reported that a Facebook account with the username, Kimo Akeem, belonging to the Kogi State Commissioner of Police, Akeem Yusuf, made a comment hinting that Kuti’s body could have ended up in the lagoon for slapping a policeman

But reacting via a statement issued on Monday, the Kogi State Police Command spokesperson, William Aya, said Yusuf’s Facebook account was hacked; he did not deny that the CP owned the account.

“The statement is fake and misleading with the aim to tarnish the image and reputation of the CP.

“It is incumbent to let the public know that the Facebook account has been hacked since September 2022, and he has several times warned people to disregard any message from that account,” he said.

The PPRO urged the public to disregard the statement, adding that it was the handiwork of some mischievous elements who are bent on tarnishing the image and reputation of the Commissioner.

EFCC alerts Nigerians to scam alert on Help Desk
The Economic and Financial Crimes Commission warned Nigerians on Tuesday against a ‘scam alert’ which purportedly emanated from the EFCC Help Desk.

The agency said no such desk exists in the agency.

The EFCC’s warning was contained in a statement posted on its Twitter page and signed by its Head of Media and Publicity, Wilson Uwujaren.

The statement titled ‘Beware of Scam Alert’, partly read, “The attention of the Economic and Financial Crimes Commission, EFCC, has been drawn to a Scam Alert, trending in the social media, which purportedly emanated from EFCC Help Desk Headquarters, Jabi-Abuja.

“For the avoidance of doubt, EFCC has no such desk, and any information which supposedly emanated from the said EFCC HELP DESK did not originate from the EFCC.

“The use of EFCC by the authors of the Scam Alert smacks of sinister motives and it is important that the public is put on notice, as the Commission will not be liable should anyone become a victim of what is obviously a scam.

The Commission thus advises the public to be cautious and verify any questionable information with them.

Cholera kills 15 in South Africa
Health officials in South Africa have confirmed that a cholera outbreak has killed at least 15 people.

More than 100 others have shown symptoms - including diarrhoea and vomiting - after drinking contaminated water in Hammanskraal, a township north of the capital Pretoria.

Officials have urged people to stop drinking tap water.

Frustrated residents chased away the regional mayor when he attempted to visit a hospital treating victims.

Last month, the emergency services in Johannesburg urged people to avoid performing traditional and baptism rituals in rivers and streams following another cholera outbreak.

South African health experts have raised concern about further infections in areas with poor sanitation and sewage running through the streets.

Dortmund go two clear of Bayern heading into final day
Borussia Dortmund are one win away from the Bundesliga title after beating 10-man Augsburg to move top of the table.

Victory takes them two points clear of Bayern Munich, who lost 3-1 to RB Leipzig on Saturday.

Felix Uduokhai was sent off in the first half for a foul on Donyell Malen before Sebastian Haller opened the scoring with a low strike in the 58th minute.

Haller then finished from close range before Julian Brandt got a late third.

Victory means Dortmund are in a strong position to win the Bundesliga for the first time since 2011-12 and deny Bayern Munich an 11th-successive title.

Thomas Tuchel takes his Bayern side to Koln on the final day of the season next Saturday but Dortmund know a win at home to Mainz at the same time will secure the trophy.

Bayern sacked Julian Nagelsmann in March with the side sitting second in the table.

They swiftly brought in ex-Chelsea boss Tuchel in the hope he could claim the title but they will now need to win and hope Dortmund slip up to retain the Bundesliga trophy.

Abuja lawyer sues INEC over alleged refusal to prosecute Oshiomhole
An Abuja-based legal practitioner, Abdulazeez Tijani Ahmed, has dragged the Independent National Electoral Commission, INEC, before a Federal High Court in Abuja over its alleged refusal to put a former Edo State Governor, Adams Oshiomhole, on trial for electoral offences.

The lawyer wants the electoral body to prosecute the former National Chairman of the All Progressives Congress, APC, for the alleged offence of double nominations during the last primary elections of the APC.

In his suit marked FHC/ABJ/CS/2178/22, Ahmed is praying for an order of mandamus against INEC, compelling it to initiate an investigation and prosecution of Oshiomhole for willfully violating Section 115 of the Electoral Act 2022.

The legal practitioner sought an order from the court to compel the electoral body to invoke Section 145 of the electoral act in putting the Edo senator-elect on criminal trial.

Ahmed claimed that under Section 145 of the electoral act, INEC had a mandatory legal duty to initiate criminal prosecution of anybody who willfully breached Section 115 of the act, as alleged against the former Edo State governor.

In a three-paragraph affidavit in support of the motion on notice brought pursuant to Order 34 Rule 1 of the Federal High Court Civil Procedure, Oshiomhole was alleged to have run afoul of the law by obtaining and signing more than one form as an aspirant for senatorial and presidential primary elections.

He claimed to have written INEC on July 30, 2022, drawing the attention of INEC with evidence of the alleged offences, but that the electoral body, despite receipt of the letter, refused and neglected to act on his demand.

In the affidavit deposed to by one Rose Bitrus, a litigation clerk, the lawyer promised to undertake the prosecution of Adams Oshiomhole on behalf of INEC once the order of mandamus is granted and complied with by the electoral body.

The motion on the notice was attached with several exhibits on how the former national chairman of the APC reportedly signed the two nomination forms in the same primary elections.

Meanwhile, the suit has been fixed for hearing on September 28 before Justice Mobolaji Olajunwon.

Liverpool ask PGMOL about Tyrone Mings challenge and Cody Gakpo offside goal
Liverpool have asked Professional Game Match Officials Limited for an explanation on two decisions during Saturday's 1-1 draw with Aston Villa.

The Reds have queried why Villa defender Tyrone Mings was not sent off for a challenge on Cody Gakpo, and why the Dutch forward had a goal disallowed for offside.

Substitute Roberto Firmino scored an 89th-minute equaliser for the Reds.

Defeat would have ended Liverpool's hopes of reaching the Champions League.

Liverpool manager Jurgen Klopp watched the game from the stands as he began his touchline ban for comments made about referee Paul Tierney after his side's 4-3 win over Tottenham in April.

The hosts improved after going behind and thought they had equalised when Gakpo converted in the 55th minute following a scramble, but the effort was ruled out by the video assistant referee (VAR) for offside in the build-up.

Liverpool forward Luis Diaz appeared to head the ball into Villa defender Ezri Konsa, before it rebounded to Virgil van Dijk, who kept it alive before Gakpo eventually prodded into the net.

The Premier League said Van Dijk was offside in the build-up.

" Van Dijk was in an offside position from Luis Diaz's header," the Premier League said.

"The VAR recommended a review, and referee John Brooks determined it was a deflection off Ezri Konsa, not a deliberate play."

Speaking after the game, Liverpool defender Van Dijk said he had "no idea" why the goal was ruled out.

"I didn't understand what was going on at all," said the Dutchman.

"I asked Michael Oliver on the side of the pitch, and apparently it was a question if the Villa player deliberately knocked it back or something, but I have no idea, yes or no.

"I think it would be good if next season we can hear what they discuss, everyone around it, and be transparent."

The application of VAR technology has been questioned and criticised by managers, players and pundits throughout the Premier League season.

Last week, referees' chief Howard Webb said releasing audio of VAR decisions is a "small step forward" in providing clarity around incidents.

Anambra: 16 candidates jostle for APGA chairmanship position
No less than 16 candidates are aspiring for the chairmanship position ahead of the Tuesday state congress of the All Progressives Grand Alliance in Anambra State.

The position which was zoned to Anambra Central Senatorial District commenced with a debate organised by the Anambra Independent Support Group.

In the debate on Monday, the contestants observed the high rate of defection among members to other political parties, lamenting that the development does not portray the party in a positive light.

One of the candidates, Ifeatu Obiokoye, hinged the reasons for defections to be over-dependent on the state government’s appointments.

Obiokoye said there should be a new way of fine-tuning the party’s reward system after the election so that members don’t need to depend on state government appointments.

He also promised to facilitate the immediate return of defected members back to the party if he is elected.

According to him, the effects of the Labour Party movement in the last general election were a pointer to the fact that APGA needs urgent and far-reaching plans to retain its position as the third-largest political party in the country.

He said, “Our party has come of age and after every general election, people expect political appointments but this cannot go around hence the need for the establishment of a welfare scheme through the use of cooperative societies where party faithful would be given the opportunity to execute small scale projects through which the members and the party would be funded.

“There will be equal opportunity for the youth, women and elders, we must create a platform for equal participation. Under my chairmanship, there will not be a barrier to any person’s growth.

He described APGA as an interventionist political party and promised to continue with the approach to provide dividends of democracy to the people.

Obiokoye said that he will do everything possible to retain the interventionist movement of APGA in the state and beyond.

“We are going to change things in our environment, there is a need for us to do things differently to rebrand our party.

“APGA must go back and resuscitate its relations with the traditional institutions, traders, market men and women. We must go back to our interventionist approach as a mass movement. I am not in the race for a clanish reason, but to make the party better for everybody.

“I want to bring better value for the entire Anambra people and the party” he added.

Another, Anthony Dunga, also promised to give the youth and the women important roles in his leadership.

”I will work hard towards giving women and youths special positions, even at the national level. They are key and critical to party growth and development.

“APGA has a structure already in existence at the grassroots level. What will make the masses follow any person is the character and his reach-out to them. I have the good character and the capacity to reach out.

“I will restore the glory of the party, by being our brothers’ keepers. We must work in unity to move the party forward. We must go back to our ‘onyeaghanwanniya mantra’.

“In every election, the Awka North people normally deliver but, no Awka North man has had the opportunity to lead the party. There is need to give us a chance. I have the capacity and the vision to move APGA to a higher level,” Dunga said.

Speaking earlier, the convener of the debate and Coordinator, Anambra Independent Media Support Group, Dr Harris Odili, stated that the current political trend in the country demands purposeful leadership that would drive the fortunes of the party to electoral victory.

Odili said, “You will realise now how exalted the office of Chairman is when you weigh that Anambra State is the spiritual, social, economical and political hub of APGA”

“It is therefore expedient that you command great influence and that is why the Anambra Independent Media Support Group have decided to organise this interactive session or town hall meeting which gives the aspirants the opportunity to share their ambition and aspiration for the party in Anambra state.”

Out of the 16 candidates, seven attended the debate and promised to support who eventually emerges as the winner of the state Congress.

CJN warns judges against bias, wants confidence in judiciary restored
The Chief Justice of Nigeria, Olukayode Ariwoola, on Monday, urged judges in the country to shun all forms of bias and ensure justice is dispensed equitably on all cases before them.

Ariwoola, who spoke at the opening ceremony of the conference of the National Association of Women Judges in Nigeria, stressed that it was the only way to restore confidence in the judiciary.

Describing the judiciary as the last hope of the common man, the CJN said judges must strive to interpret the law at all times without affection and ill will.

Ariwoola said, “The judiciary is saddled with the responsibility of upholding the rule of law by interpreting, construing and applying the relevant laws. The judiciary is indeed the last hope of the common man, and we as judicial officers must strive to preserve the confidence reposed in us by the society.”

He informed that the objective of the conference was to reinforce the capacity of women judges in the judiciary, adding that, it is safe to say that certain vices in society have greater impact on women and the girl-child, and this forum allows for discourse along these lines.

“I must mention that violent crimes against the female gender include sexual slavery and human trafficking, rape and female genital mutilation which persist despite efforts to eradicate same.

“As such, the forum avails us the opportunity to discuss salient issues arising from policy formation and recent legislations that have the potential of having an impact on women in the society,” he stressed.

Speaking further, Ariwoola observed that, trafficking in persons has become a cankerworm that has eaten deeply into the different spheres of society, noting that the issue largely affected women and as such, the ongoing fight against human trafficking, therefore, remains a task that all stakeholders must close ranks to tackle.

The CJN maintained, “It is the desire of most Nigerians that this hydra-headed monster be curbed. Towards this end, and in light of the foregoing, your conference has been designed to acquaint delegates with emerging developments on combating human trafficking as well as other key issues.

“It is my conviction that this forum will serve as an avenue to enlighten distinguished delegates on global best practices in confronting challenges arising from this special area of the law,” he noted further.

The President, NAWJN, Jummai Sankey, said the theme of the conference, “Ending Violence Against Women and Children”, was in line with the goal of the association to sensitise stakeholders in the criminal justice system on the need to work together to end sexual and gender-based violence, as well as all forms of violence against women and children in society.

“Women judges should therefore not rest on their oars. Rather, this should serve as a clarion call to your lordships to strive to excel in your various jurisdictions, continue to work diligently and serve with integrity to encourage more appointment of women judges to the Bench and leadership positions in the judiciary,” Sankey implored.

Some 82 Ghanaian police officers have sued the government accusing it of failing to promote them after they finished their studies under the country's study leave with pay policy.

Led by deputy inspector Kofi Osal, the officers say they were denied their deserved promotions as well as entry into police college after the successful completion of their studies during the 2017/2018 academic year.

They said the move was "unfair and unreasonable" and urged the Accra High Court to issue an order directing the police service to grant them the promotions.

SA to buy emergency power to keep lights on - VP
South African Deputy President Paul Mashatile has said the government was hoping its emergency procurement programmes would bring an end to the energy crisis in the country.

State-owned power company Eskom’s board has approved three emergency procurement programmes that now only require the approval of the National Energy Regulator of South Africa, which will host hearings on Friday, local media reported.

"Apart from appointing the minister of electricity, we have announced we are now embarking on procuring emergency power. Government is determined to keep the lights on," Mr Mashatile said on Thursday.

He said, in some instances, Eskom would use diesel to keep the lights on, adding that the government was still committed to renewable energy.

His remarks came shortly after Eskom issued a statement on Wednesday warning that the country’s power system was severely constrained, with a high likelihood of prolonged power outages during winter.

PIA: Niger Delta unhappy with 3% allocation, says Diri
The Bayelsa State Governor, Duoye Diri, has said the Niger Delta region is still unhappy with the three per cent allocation of the operating cost of oil companies to host communities, provided in the Petroleum Industry Act (2022).

This is as he said that the region that produces ‘the golden egg’ must not be allowed to be in jeopardy.

This was disclosed by the state Commissioner for Mineral Resources, Dr Ebiere Jones, on Thursday, at the Nigeria Oil and Gas Opportunity Fair, held in Bayelsa.

The Group Managing Director, Nigerian National Petroleum Corporation, Mele Kyari, had in 2022, noted that three per cent of operating expenses allocated to host communities was more than 30 per cent profit share for oil exploration in the ‘frontier basins’.

However, Jones, who represented the governor at the fair, noted that the PIA ‘did not pay attention to the role of state governments in the realisation of the Act’.

“The authorities are only saying it that details will be in the regulations. But, I don’t know whether the regulation is superior to the Act itself.

“As the state government, we are ensuring that we provide a conducive environment for the operators in the oil and gas industry.

“When we organise youth programmes, they are tailored in a way that these youths understand the need for collaboration in the oil companies. This is because, without that, there can never be prosperity. The oil industry is the major focus of the economy,” he said.

He also stated that the last three years in the state were more peaceful than the previous three because of the efforts of the State government.

“We also want to appreciate the Federal Government and the National Assembly for the PIA.

“However, the Act is cued in a way that the people from the Niger Delta are not happy. That it is only three per cent of overheads that has been allocated to oil-producing communities, while a whopping 30 per cent of NNPCL profits in oil and gas will be going for exploration of frontier basin areas.

“There are a lot of issues that Mr Simbi Wabote, the Executive Secretary of the Nigeria Content Development and Monitoring Board mentioned in terms of opportunities but, we must ensure that whatever opportunities we have are tailored towards the energy needs of the country.”

He went further to say that the implementation programmes were taking time, adding that it was only the Shell Petroleum Development Company that has assured the host community of their community development trust fund.

“We think that as a government, the implementation is slow. This is because you have deprived those little development industries of these opportunities,” he added.

Navy reads the riot act to oil thieves, vandals
The Nigeria Navy on Monday reiterated its stance to rid the Niger Delta in particular and the country in general of activities of crude oil thieves and pipeline vandals.

The Flag Officer Commanding Eastern Naval Command, Rear Adm. Olusola Oluwagbire, gave the assurance during his maiden inspection of facilities at the Nigeria Navy Ship Pathfinder in Port Harcourt.

He said the navy had re-doubled its efforts in tackling illegal oil bunkering through several operations, including 24-hour daily patrol of creeks and waterways.

“This we are doing in line with the vision to be the most operational naval command around the world.

“We in the ENC are doing all that we can to ensure that the mandate given to us by the Chief of Naval Staff, Vice Adm. Awwal Gambo, is ultimately fulfilled.

“So, criminal elements should steer clear of the ENC area of responsibility as we are battle ready to confront them, smoke them out and roost them,” he said.

Oluwagbire said his operational tour of NNS Pathfinder aimed to check the condition of facilities at the base as well as engage with officers and ratings of the command.

“So far, I am impressed with the investments and efforts that the commander of NNS Pathfinder, Commodore Suleiman Ibrahim, is putting into the base.

“There are lots of projects and upgrades of facilities ongoing in the base.

“So, I have no doubt in my mind that going by the speed and motivation of work, the commander will complete the projects,” he added.

The FOC called on the public to give useful information to the command to aid in the arrest of criminal elements in the command’s area of responsibility.

Highlights of the tour included the inspection of the base jetty, quarters and a golf club centre undergoing rehabilitation, among other projects.

Don’t waste time unnecessarily – Presidential Election Tribunal warns Atiku, Obi, Tinubu’s lawyers
The Presidential Election Petition Tribunal has issued a warning to lawyers representing the presidential candidates in the 2023 election.

Representatives of Atiku Abubakar of the Peoples Democratic Party, PDP, Peter Obi of the Labour Party, the President-elect, Bola Tinubu, and the Independent National Electoral Commission, INEC, were in court over the outcome of the presidential election.

The two other presidential candidates are challenging Tinubu’s victory in the last elections.

Today at its inaugural sitting, the tribunal’s five-member panel, led by Justice Haruna Tsammani, warned lawyers against wasting the court’s time.

Tsammani charged lawyers to avoid unnecessary technicalities and address the substance of their petitions.

According to Justice Tsammani, unnecessary technicalities could delay the hearing of petitions.

“Election is time-bound; let us not waste unnecessary time. Let us cooperate with each other so that everyone will leave here satisfied.

“Avoid unnecessary technicalities. We are determined to look at all the matters brought before us. Let us look at what is good for our country and avoid time-wasting applications,” he said.

Tribunal adjourns APP, Obi’s petition to Wednesday
The Presidential Election Petitions Tribunal, Abuja, on Monday, adjourned the petitions of the Action Peoples Party and the Labour Party to Wednesday, May 10, 2023.

The parties are challenging the emergence of Bola Tinubu of the ruling All Progressive Congress as the winner of the February 25 presidential election.

In the petition marked CA/ABJ/PEPC/02/2022, the APP is challenging the results of the presidential election on the grounds of irregularities, including alleged mutilation of election results.

Furthermore, the APP, which is the only applicant in the petition, is also challenging Tinubu’s victory on the grounds that “the first respondent was not qualified to stand for the said election having knowingly supplied false information”, including the alleged falsification of age and educational qualifications.

It also stated that “the first respondent was not duly elected by a majority of lawful votes cast at the election.”

The party also alleged corrupt practices by the staff of the Independent National Electoral Commission, and voter inducement, among others, which, according to the APP, affected the outcome of the elections adding that the election was characterised by “monumental vote buying”

According to the party, “the overvoting took place under the watchful eyes of agents of the third respondent.”

Following the withdrawal and consequent dismissal of the petition by the Action Alliance, the APP’s petition was called and the parties announced appearances.

The national legal adviser of the APP, Peter Abang, announced his appearance for the Action Peoples Party, while Obed Agu announced his appearance as the party’s legal representative.

For the respondents, Wole Olanipekun announced appearance for Bola Tinubu; Lateef Fagbemi for the APC; and Abubakar Mahmoud for INEC.

Following, Fagbemi, the APC’s counsel, informed the court of his preliminary objection to the APP’s petition and INEC’s lawyer, Mahmoud, informed the court of his client’s pending applications in response to the APP’s petition

Consequently, the court adjourned the APP’s petition until Wednesday, May 10, for continuation of the hearing.

After the adjournment of the APP’s petition to Wednesday, by noon, the petition by the Labour Party and its presidential candidate, Peter Obi, were called up.

Parties announced their appearances after Obi, who is the first petitioner in the case, introduced himself.

The LP and its presidential candidate, Peter Obi, are challenging the outcome of the February 25 presidential election on the grounds that Tinubu was not qualified to contest the elections “for an offence involving dishonesty, namely narcotics trafficking imposed by the United States District Court.”

They also cited non-compliance with the electoral laws as well as the guidelines of INEC.

Labour Party’s national publicity secretary, Obiora Ifoh, appeared as LP’s representative; May Agbamuche-Mbu appeared on behalf of INEC; Simon Lalong, the Plateau State governor, appeared for the APC.

Livy Uzoukwu appeared for Obi, while Mahmoud was the counsel for the electoral commission.

The duo of Olanipekun and Fagbemi maintained appearances for Tinubu and the vice president-elect, Kashim Shettima, and the APC respectively.

Counsel for Peter Obi, Uzoukwu, said they had filed their answers to the questions on April 22, 2023.

“We adopt and rely on them in this pretrial proceedings.”

Counsel for INEC, Mahmoud, told the court that the electoral commission had filed its responses to the pre-hearing questions.

Counsel for Tinubu, Olanipekun, also informed the court that his client had filed his answers to the pre-hearing questions.

He said, “We have filed our answers on the 3rd of May 2023 and my Noble Lords under paragraph 14 we have also listed the application subject to the preliminary objection in the reply.”

He adopted the answers therein.

Counsel for the APC, Fagbemi, stated also that he had filed answers on behalf of his client to the pre-hearing questions of the court.

Following that, the court adjourned Obi’s petition until Wednesday, May 10.
